This is a blog where I can ramble on about my plants, especially my hummingbird garden, which is my passion. I have been gardening since childhood, but this is only my fourth year as a hummingbird gardener. It is also my fourth year gardening and living in Wisconsin.

It doesn't have the facial disk of a harrier. My guess is juvenile Sharp-shinned Hawk, which is more of a backyard bird. Whatever it is, how nice to have it drop by.
Could be a Merlin based on location and size relative to the 2X4 it seems to be on, although markings are tougher to be sure.
See this link for more on Merlins:

I asked some serious birders on the whatbird.com site, and confirming what Hugh said, they seemed pretty sure it is a juvenile Cooper's or possibly Sharp-Shinned.
